When a video that ur watching on the internet keeps stalling is the problem with the computer or the internet?

Whenever I stream television on sites such as youku it kind of pauses for a while and keeps doing that every 2-5 seconds. What is causing this? Is the problem with the web site, the internet connection or the computer ( I just got a new computer and it is still doing this). I’d appreciate you’re help.
